I do not think any inconvenience need be caused to the Peninsular & Oriental Co. and the Messageries Maritimes by requiring their vessels when carrying Chinese passengers to come under the Chinese Passengers Act, and I could not advise the grant of an exemption which in practice it would be found impossible to confine to their ships.
